That would require some central registration of email addresses — and there isn’t any — every single company can create their own email addresses as long as they have an Internet connection — if you have sufficient technical knowledge you can even create your own email server and create email addresses yourself.

However they may be some things you can do if you are lucky — try to do a search with the email address –put quotes around it like "name@yahoo.com" and see what comes up.
You could of cause send an email to the address and ask the person, or
if this is a legal matter or if you feel that you need to get the police involved, then they can get a court order for the provider to provide information about the persons real name and address.
